
Aiming at security, welfare, and development, City Police Commissioner Shankha Brata Bagchi unveiled a visionary plan—Seven Dreams—at a meeting organised by the Visakhapatnam Security Council with representatives of various companies in the city on 16 December.
Addressing the gathering, the CP said, “My goal is to transform Visakhapatnam into the best policing city in the country first and then into a model policing city in the world.”
The Visakhapatnam Security Council would have to play a key role in achieving the goal, he said.
Listing the ‘seven dreams,’ the CP said the traffic system would be completely modernised. An AI-based traffic management system would be introduced in the city from April 1, 2026. Through this system, traffic signals would be synchronised, increasing the average speed of vehicles and allowing people to reach their destination in less time. Traffic violations would be identified through automatic number recognition cameras, and enforcement would be carried out in such a way that challans would be issued to violators even before they reach home.
The CP underlined the need for more focus on crimes against women, particularly those who have been subjected to violence by their husbands or family members, and women who have been abandoned with children. Such women should be rehabilitated, and their children should receive proper education.
Rehabilitation should be provided to the weaker sections of society. He said that proper employment should be provided to the homeless, transgender, former prisoners released from jail, those recovering from drug and alcohol addictions, unemployed children of police personnel, and retired home guards.
The CP expressed concern over home guards, stating that they have to retire after 60 years of age without any benefits and even lose their wages when they are ill. Therefore, he suggested floating a Home Guard Welfare Fund and taking steps for providing health insurance to them and their family members.
The CP further stated that the police would focus on infrastructure to further strengthen city security, installing CCTV cameras with night vision capability in every area. He also mentioned implementing a system to identify criminals from the national or state crime records bureau database using facial recognition cameras at busy intersections and immediately alerting the local police.
Focus should be more on beach safety, he said, adding warning signboards, lights, and lifeguards should be installed in the areas prone to drowning, and remote-controlled integrated boats and life jackets were necessary to rescue drowning victims.
The CP also underlined the need for creating awareness among the people about various issues, which include cybercrime, health, vaccines, human trafficking, and financial crime.
Representatives from industrial organisations, police officials, and others attended the meeting.
